My male rat get a red rash around his left eye often...

He may have pink eye. See your vet about it and get some eye drops for it from the vet.

The rash could be coming from the type of litter you have in the cage.If it is too fine and dusty it could cause this or the cage isn't cleaned as often as it should be.I went through this when I had pet rats.I started using ceder shavings and kept it clean and it cleared up on it's own.

Do you notice sneezing also? It may be a sign of an infection. The best thing is antibiotics in the water. Should clear up within a week.Also, make sure you're using a bedding like carefresh or something similar. Wood shavings increase their risk of contracting upper respiratory infections.
