Can scabies become annually reoccuring.?

I was diagnosed over 5 years ago and have gotten them every year around time since. Have I been misdiagnosed? I have completely different surrounding than I did a year ago. Thought maybe I wouldn't have an outbreak this year. Wrong! How do i get rid of these things permanently?
