should i get it cut off or have a cone around his neck?

Step Two: Allow very young, happy puppies to chase their tails for one minute. Then ignore the behavior.

First try scolding him when he does this. And when he listens to you and stops, give him a treat. Do this until he no longer chases tails and chews on them. If this doesn't work, then perhaps a muzzle/cone would be a good idea.

well .. cutting it off is just mean. if he chews on them, maybe he's itchy or something is troubling him.

Get the cone only if the chewing is causing harm. Otherwise, tail chasing needs to be construed as playing.
