You invite him and his parents over to your house and the two of you sit down with your respective parents and discuss the matter. Let your parents make the call on if it will work or not. Maybe they would consent to having him join you when you and your parents go out to dinner, or to an event, sometime. This way it's not really like a "date". It's more like bringing along a friend.... a male friend that you "like".If I were you dad, I'd be cool with this scenerio.
