It can be in the very beginning stages without tests. When a person is suspected of having either condition, tests will be run to rule out either condition. Congestive heart failure has classical symptoms of swelling of ankles, dizziness, and fainting. A simple test to rule out COPD is an Echocardiogram.

Only by an idiot. the only thing they have in common is that the patient's of both tend to have shortness of breath. one is caused by a heart that is not pumping enough and the other by lungs destroyed by smoking (or a1 alpha anatrypsin deficiency).
