I would think that the girl has the final say. She could always get emancipated.

The girl decides, it's your baby. Now, if the parents don't want it then I guess it's the parent's choice since the girl won't have anywhere to live with this baby.

well what do you mean underage teen? Like a minor 17 and younger?Well in some states, like mine, you have to be 16 to make the decision. otherwise your mother can make it for you.

Pretty sure that the girl gets to make the decisions even though she is underage. Her body, her child.

This is a matter for your local legal representative. I should imagine this would be different around the world, if the birth mother is a minor.
